The City of Pendleton is seeking proposals from qualified Proposers for design and construction of improvements to the Pendleton Adventure Trail Recreation Area. The budget for this project is fixed and the City is seeking to hire a Proposer who can design and build features and trail improvements that provide the greatest quality and value within the set budget.

A mandatory pre‐proposal meeting will be held 7/16/25 at 1:00pm, local time, via Microsoft Teams. Meeting ID: 286 362 100 737 7 Passcode: Dw7ko6oV. Pre-proposal meeting will provide an overview of the project. The Site is open to the public and may be visited by prospective proposers 7 days a week during daylight hours.
All Proposals must be received no later than 2:00 pm (PDT) Wednesday 8/13/25. Proposals not received by that time will be returned unopened. All proposals shall be submitted either in sealed envelope addressed to Liam Hughes, Parks and Recreation Director, 865 Tutuilla Road, Pendleton, OR 97801 or electronically to Liam.Hughes@pendletonor.gov plainly marked “Request for Proposals – Pendleton Adventure Trails Recreation Area”, and bear the name of the Proposer.
The City may reject any proposal not in compliance with all prescribed public contracting procedures and requirements, and may reject any or all proposals upon a finding by the City that it is in the public’s interest to do so.
