The City of Pendleton seeks qualified agricultural producers to submit proposals to lease and farm airportowned
land with wheat. The goal is to generate stable lease revenue, maintain FAA clear-zone
compliance, and employ sustainable dryland farming practices that support local agribusiness and
community objectives.

About Eastern Oregon Regional Airport
Eastern Oregon Regional Airport (PDT) in Umatilla County encompasses surplus parcels ideally suited for
low-profile crops. The airport supports general aviation, pilot training, and UAS operations, and aims to
partner with local farmers to optimize land use while preserving safe flight operations and wildlife buffers.

Project Objectives

• Generate fair-market lease revenue for the City of Pendleton.
• Promote sustainable wheat production using regionally proven varieties.
• Strengthen local agricultural economy and community partnerships.

Proposals must include:
• Cover letter with farm operation overview and key personnel.
• Proposed cost share percentages for base term.
• Farming plan: variety selection, seeding density, fertility, and harvest schedule.
• Proof of insurance (minimum $1 million liability) and bonding capacity.
