Request for Proposal (RFP): Aviation-Themed Bar and Grill Restaurant at Eastern Oregon Regional Airport, Pendleton, Oregon

Introduction
The Eastern Oregon Regional Airport is seeking proposals from qualified and experienced restaurateurs to establish and operate a bar and grill within the airport terminal. This new establishment will serve as a cornerstone of the airport experience, providing passengers, visitors, and staff with a unique dining destination that celebrates aviation history, regional significance, and modern innovation.
Concept Overview
The envisioned bar and restaurant will preferably feature an aviation theme, paying homage to any one or all of the following:

Doolittle's Raiders: Commemorating the bravery and ingenuity of the historic WWII air raid led by Lieutenant Colonel James Doolittle. Seventy-nine (79) of the famous Doolittle Raiders were based at the Airport before going on to train in Florida and South Carolina.

The 555th Parachute Infantry Battalion ("Triple Nickels"): Honoring the smokejumpers who protected Oregon’s forests and pioneered aerial firefighting efforts.

UAS Drone Technology: Reflecting Pendleton’s role as the hub for cutting-edge unmanned aerial systems innovation.

WWII Historical Memorabilia: Incorporating artifacts, photographs, and stories to immerse patrons in the rich history of aviation and the region.
The restaurant and bar should offer a welcoming atmosphere for travelers, locals, and aviation enthusiasts while featuring a menu that highlights regional cuisine and beverages.
Submission Requirements
Interested applicants must provide the following:

Business Overview:

Company name, ownership, and management structure.

Documentation of financial stability and funding sources.

Description of the organization's history, including successful projects or operations of similar establishments.

Proposed Concept:

Detailed vision for the aviation-themed bar and grill, including design, décor, and thematic elements.

Sample menu, preferably highlighting locally sourced ingredients and unique offerings.

Example of Signature dishes and drinks.

Experience and Qualifications:

Evidence of prior success in operating food and beverage establishments.

References and testimonials from previous clients, partners, or landlords.

Marketing Plan:

Boutique Air passengers are insufficient to support restaurant alone. Marketing strategy and proposed budget. Demonstrated evidence of experience marketing a restaurant.

Customer service philosophy.

Operational Plan:
-
Staffing strategy, training programs, and customer service approach.

Proposed menu (not needed to be exact)

Hours of operation and estimated timeline for opening (minimum of 6 days per week)

Willingness and experience catering large events

Financial Plan: Proof of Resources necessary to re-develop and operate a restaurant.

Financial Proposal:

Rent or revenue-sharing terms.

Proposed budget and projected financial performance for the first three years.

Evaluation Criteria
Proposals will be evaluated based on the following criteria:

Alignment with the aviation theme and incorporation of specified historical elements.

Demonstrated history of business success and financial stability.

Creativity and innovation in the proposed concept and menu.

Ability to meet operational and financial goals.
-
Quality and completeness of the proposal submission.

Selection and Award
The selection committee will review all proposals and may request additional information or interviews with finalists. The winning proposal will be announced by 15 September 2025.
