Grass Cover Establishment Project – Pendleton Airport

City of Pendleton, Oregon

The City of Pendleton is requesting proposals from qualified agricultural contractors for the procurement, mechanical sowing, and establishment of low‑growth grass cover across approximately 500 acres at Pendleton Airport. This project supports FAA wildlife hazard mitigation requirements and long‑term soil stabilization.

Project Goals

  • Establish low‑height, low‑palatability COVAR SHEEP FESCUE grass cover to reduce wildlife attractants in accordance with FAA guidance.
  • Achieve appropriate vegetative establishment within one growing season.
  • Ensure all work complies with FAA habitat control standards and airport safety protocols.

Scope of Work

Proposals must include all labor, materials, equipment, and seed procurement necessary to complete the project. Required elements include:

Seed Procurement

  • Contractor must procure the low‑growth seed mix (Covar Sheep Fescue) which is appropriate for arid‑region airports.
  • Seed must be applied at a minimum mechanical rate of 6–8 lbs per acre.

Mechanical Seeding

  • Seeding must be performed using mechanical methods, including:
  • Drill seeding
  • Other methods recommended by the seed provider or CBARC (Columbia Basin Agricultural Research Center)
  • Non‑mechanical methods will not be accepted unless specifically approved.

Operational Requirements

  • Coordination with airport operations and safety protocols is mandatory.
  • Contractor must comply with all airport access, escort, and safety requirements.

Project Timeline

  • Required Sowing Window: April 8 – May 29. All seeding must occur within this period to ensure proper establishment.

Minimum Contractor Qualifications

  • Proven experience with arid‑region seed mixes.
  • Adequate equipment, staffing, and insurance for work in an active airport environment.

Proposal Submission Requirements

  • Cover letter and company profile.
  • Itemized cost proposal, including all costs associated with seed procurement, mechanical seeding, labor, equipment, mobilization, and maintenance.
  • Project schedule confirming compliance with the April–May sowing window or alternate planting schedule.
  • Insurance certificates.
  • Signed acknowledgment of airport safety and access protocols.
