The City of Pendleton is issuing this Request for Qualifications to identify a qualified firm or contractor to design, develop, and implement an Electromagnetic Denial Test Range (EDTR) at the Pendleton UAS Range. 

Purpose of Request for Qualifications 

The City of Pendleton is issuing this Request for Qualifications (RFQ) to identify a qualified firm or contractor to design, develop, and implement an Electromagnetic Denial Test Range (EDTR) at the Pendleton Unmanned Aircraft System (UAS) Test Range. The Pendleton Range seeks to expand its national leadership in UAS testing by incorporating advanced Electronic Warfare (EW) and Electromagnetic Spectrum Operations (EMSO) capabilities. The selected contractor will provide technical design, integration, and operational support to establish a secure, compliant, and scalable electromagnetic testing environment. 

Project and Contract Scope 

The Pendleton UAS Test Range, located at the Eastern Oregon Regional Airport (PDT), operates under the FAA-designated Alaska Test Site managed by the University of Alaska – Fairbanks. Covering 14,000 square miles of NE Oregon, the range provides unmatched operational flexibility for UAS and Counter-UAS testing, research, and validation. This project aims to develop a controlled Electromagnetic Denial Test Range capable of simulating and assessing UAS resilience to jamming, spoofing, and other EW threats within FCC and FAA-approved parameters.
