Request for Qualifications: Engineering Services for Eastern Oregon Regional Airport
The City of Pendleton (Sponsor) invites Statements of Qualifications and Experience from Firms interested in providing the Airport with professional engineering/ consulting services at Eastern Oregon Regional Airport located at 2016 Airport Road, Pendleton, OR. Services shall be for the airfield improvement projects listed below that are currently planned, however for various reasons additional projects may be added, and some may not be undertaken.
- Runway 11-29 Lighting and NAVAID Replacement
- Taxiway A and B Lighting Replacement
- New Terminal Parking Lot
- Taxiway G Reconstruction
- Taxiway F Rehabilitation
The projects will be sponsored by the City of Pendleton and funded in part through an Airport Improvement Project Grant from the Federal Aviation Administration (FAA).
The closing date for submitting the statement of qualifications and experience is 4:00 p.m. on November 17, 2026.

GENERAL INFORMATION
A. Inquiries
Questions that arise are to be submitted in writing or by phone to Wayne Green, Airport Engineer (541) 966-0243, 2016 Airport Road, Pendleton, OR 97801; (541) 276-7754. Questions posed and the answers given will be furnished as appropriate to all Engineering Firms who receive the RFQ.
B. Incurring Costs
The City of Pendleton is not liable for any cost incurred by the Engineering Firm in the preparation of presentation of the statement of interest and qualifications.
C. Right to Award or Reject
The City of Pendleton reserves the right to reject any and all submittals and to award the proposed contract to the Engineering Firm which it determines, in its sole discretion, to be most advantageous to the City. All submittals will become part of the public file on this matter, without obligation to the City of Pendleton.
