Housing strategies public hearinge set for July 7

The City of Pendleton's Housing and Neighborhood Improvement Committee (HNIC) is seeking public input about the proposed Housing Production Strategy (HPS) for 2026 and will hold a public hearing at 3 p.m. Tuesday, July 7, 2026, in the City Council Chambers at Pendleton City Hall, 500 SW Dorion Ave. 

The Housing Production Strategy (HPS) is a local government-wide action plan that must include a list of specific actions that will address the housing needs identified in the Contextualized Housing Need. The HPS is the central document that supports a local government in meeting Statewide Planning Goal 10: Housing obligations. Local
governments develop HPS reports with updated local actions every six- or eight-years. The actions collectively must work towards meeting the local government’s allocated housing production target, by affordability bracket, in efforts to work toward fair housing choice. Creating a Housing Production Strategy is a shared responsibility – no local planning department should do this work alone. Creating an HPS will require support from several partner entities through required engagement.

The Housing Production Strategy is intended to identify housing needs and develop strategies to increase housing opportunities within the community. Members of the public are encouraged to attend and provide testimony regarding housing needs, barriers to housing development, and potential solutions for increasing housing opportunities in Pendleton. 

The Existing Strategies Memorandum attached below shows a summary of measures already adopted by the City of Pendleton that promote the development of needed housing, and existing practices that affirmatively further fair housing, link housing to transportation, provide access in Opportunity Areas, address equitable distribution of services, and create opportunities for rental housing and homeownership as those terms and requirements are defined in the final rules and state guidance for the HPS.
