In early 2026, the Pendleton Development Commission (PDC) launched the Security Lighting and Camera Reimbursement Grant Program in order to help improve public safety and deter crime in downtown Pendleton through the installation of exterior security lighting and cameras.
Created in response to feedback from downtown merchants and residents, this program supports a public–private partnership that helps property owners and tenants offset the cost of security upgrades while strengthening overall downtown safety. The program aims to deter criminal activity and enhance business security, one of the top priorities identified during the Five-Year Urban Renewal Strategic Planning process.
The PDC has set aside $10,000 for the Security Lighting and Camera Reimbursement Grant Program. Each commercial storefront in the urban renewal district is eligible for up to a $500 reimbursement, and each residential property in the urban renewal district is eligible for up to $250 per tax lot. Grants must be pre-approved before equipment is purchased or installed.

Grant Requirements
Grant funds must be used for exterior security lighting, exterior security cameras, or both, and must be permanent fixtures that comply with all relevant codes and regulations. The grant does not cover equipment installed before approval, interior cameras or lighting, self-installed systems when permits are required, ongoing monitoring or subscription fees, or equipment not primarily for security purposes

When is a permit typically required?
A permit is often required when a security lighting or camera installation involves:
- New electrical wiring or circuits;
- Modifying existing electrical systems;
- Installing hard-wired (non-plug-in) lighting or cameras;
- Mounting equipment to a building in a way that affects electrical or structural components; or
- Commercial installations that are not “like-for-like” replacements.
When is a permit typically not required?
A permit is often not required when the installation involves:
- Plug-in security cameras or lights using existing outlets;
- Battery-powered cameras;
- Replacement of existing exterior lights with similar fixtures using existing wiring; or
- Temporary or low-voltage equipment that does not modify the electrical system.

- All installations must comply with applicable building and electrical codes.
- If a permit is required, it must be obtained before installation.
- Failure to obtain required permits may result in denial of reimbursement.

Are permit costs reimbursable?
