Pendleton City Council Strategic Plan

On Nov. 18, 2025, the Pendleton City Council adopted a Strategic Plan for 2025-2028. This plan was based on community input and seeks to improve the City of Pendleton through strategic goal-setting and actions plans designed to meet those goals. 

This page includes information about each of the four priority areas for the 2025-2028 Strategic Plan as well as a link to a list of steps taken to meet those goals and information on the 2025 community survey. About the 2025 Community Survey

In 2025, Pendleton City Council and Coraggio Group launched a survey that  asked community members to provide feedback about what matters most, what challenges they see, and the priorities they believe the City should focus on. 

The survey revealed 48 percent of respondents believe Pendleton’s biggest draws are its events. Several also regard parks/public spaces, tribal partnerships, and small businesses as important attractions. 

Survey respondents reported the unhoused/unsheltered, infrastructure, and high cost of housing are the leading concerns facing Pendleton today. Those stakeholders indicated the most important things for the community are to take care of the unhoused, improve infrastructure, boost economic growth, and keep everyone safe.

The results of this survey will guide the City’s priorities and decisions in the years ahead.

The City of Pendleton worked with Coraggio Group, a consulting agency specializing in strategic planning, to conduct and analyze the survey. All responses were be sent directly to Coraggio Group, and all responses are confidential.
