The City of Pendleton is requesting proposals for consulting services to conduct an Employee Compensation Study within our SEIU group as described herein.

Background Information

City of Pendleton is governed by a nine-member Elected Council consisting of eight Council Members and the Mayor. City of Pendleton departments include Administration, Police, Fire, Legal, Economic Development/Airport, Community Development, Convention Center, Finance, Facilities, Human Resources, Information Technology, Library, Municipal Court, Parks & Recreation, and Public Works. Overall, the City has approximately 250 full-time and part-time employees.

The City of Pendleton workforce is comprised of both non-represented and represented members from four unions. The City operates on differing salary scales based on previous market surveys and negotiated agreement for positions and implements annual increases as agreed upon in each negotiated agreement. The City also provides a cost-of-living increases every fiscal year. The City does have an existing pay structure and a job measurement tool which we review at each negotiation.

Project Objectives

• Understand the equity and competitiveness of our employee’s compensation and benefits,
• Update the existing program so that the program can be competitive, sustainable, and equitable for the future, and
• Recommend a budget plan to appropriately realign employees’ compensation as necessary.

Submission Instructions

All proposals must be delivered to City of Pendleton no later than 5:00 p.m. PST time on December 19, 2025. Proposals must be delivered to the City of Pendleton Human Resource Office, Attn: Sheri Allen, Human Resources Director, 500 SW Dorion Ave, Pendleton, OR 97801. Electronic copies shall be delivered to sheri.allen [at] pendletonor.gov (sheri[dot]allen[at]pendletonor[dot]gov). Proposers will be responsible for delivery of their proposals to City of Pendleton before the deadline. Any proposal received after the deadline shall not be considered unless an extension is issued.
