NOTICE OF INTENT TO USE COOPERATIVE PROCUREMENT

Subject: Notice of Intent to contract with Euna Budget

In accordance with the City of Pendleton’s public contracting rules and ORS 279B.075 (cooperative procurement), this notice serves to inform the public of the City’s intent to enter into a cooperative contract with Euna Budget for cloud-based budgeting and financial planning software and related implementation services.

The City has determined that Euna Budget is uniquely qualified to provide a comprehensive, integrated budgeting solution that aligns with the City’s financial systems and operational needs. The proposed contract will provide:
• Multi-year operating and capital budgeting capabilities
• Scenario and forecasting tools for fiscal planning
• Workflow and approval tracking features
• Integration with the City’s existing financial software systems
• Ongoing support and training services

The anticipated contract term will be for five (5) years, including implementation and annual subscription services.

Pursuant to ORS 279B.075(3)(c), any person wishing to submit written comments or objections regarding this intent to contract may do so by delivering such comments to the City of Pendleton Finance Department, 500 SW Dorion Avenue, Pendleton, OR 97801, or by email to josh.ernst [at] pendletonor.gov (josh[dot]ernst[at]pendletonor[dot]gov) no later than October 29, 2025.

Written protests shall include:
• Identification of the requested special procurement.
• A detailed statement of the legal and factual grounds for the protest;
• Evidence or documentation supporting the grounds on which the protest is based;
• A description of the resulting harm to the affected person; and
• The relief requested.

If no protests are received within the specified period, the City intends to proceed with contract award to Euna Budget following the close of the comment period.
