PUBLIC NOTICE — REQUEST FOR QUALIFICATIONS
Professional Services for Energy Savings Performance Contracting

The City of Pendleton invites Statements of Qualifications (SOQs) from qualified Energy Service Companies (ESCOs) to provide professional services for the City’s energy, water, operational, and infrastructure improvement program. Through a one-step, qualifications-based selection process, the City intends to select the three highest-ranked responsive and qualified firms and negotiate separate professional services agreements. Services may include technical energy analyses, project development, engineering, commissioning, and measurement and verification. Respondents must be currently qualified under the Oregon Department of Energy ESCO Qualification Program as of the submission deadline. Proposed fees or pricing shall not be included in the SOQ.
Submission Deadline: Tuesday, November 10, 2026, at 2:00 p.m. Pacific Time

Submit one signed original hard-copy SOQ in a sealed envelope or package to:
Kyle Willman, Assistant Public Works Director
City of Pendleton
500 SW Dorion Avenue
Pendleton, OR 97801
Label the package: “Pendleton ESPC Statement of Qualifications — Due November 10,
2026, 2:00 p.m.”

Complete responses must contain no more than 30 printed sides, including supporting materials. Electronic and fax submissions will not be accepted. Responses must be received by the deadline; a postmark does not establish timely receipt.

To obtain the complete RFQ and register to receive addenda, contact Kyle Willman at kyle.willman [at] pendletonor.gov (kyle[dot]willman[at]pendletonor[dot]gov) or 541-276-3372. Direct all questions to the RFQ contact.

The RFQ may also be found at https://oregonbuys.gov by searching bid #S-KN0040-00018195.

Questions are due Monday, November 2, 2026, at 4:00 p.m. Pacific Time.

The City reserves the right to reject any or all responses, waive minor informalities that do not affect fair competition, or cancel the solicitation in the City’s best interest. Agreements are subject to successful negotiations and required City approvals. Selection does not guarantee
work or award a construction contract.
