
Kyle Willman has been named the new Assistant Public Works Director for the City of Pendleton. Currently the Wastewater Superintendent for Public Works, Willman has been with the City of Pendleton for 14 years.
In his time with the City of Pendleton, Willman has developed a reputation for working to lead a new era of clean energy. Sustainability projects under Willman’s leadership have reduced energy costs, provided grant funding, and won awards for innovation.
“We are excited to have Kyle move into this new position,” Public Works Director Jeff Brown said. “With competition for grant funds becoming fiercer, we need Kyle’s expertise in working with the State and Federal Agencies to make sure we have the best chance of getting those funds. The energy sustainability and efficiency upgrades that have been done under his leadership at the Resource Recovery Facility are something we would like to see replicated throughout all of our facilities.”
In his 14 years of experience, Willman’s expertise spans across operations, maintenance, and regulatory compliance. Willman said he is committed to enhancing resilience in the Public Works department by implementing forward-thinking projects like the solar canopy and Battery Energy Storage System (BESS), designed to reduce energy costs and support grid stability. A two-time recipient of the Wastewater Operator of the Year Award, Kyle’s leadership is grounded in his technical skills, dedication to sustainability, and passion for improving community infrastructure
Willman will continue as the Superintendent of the Pendleton Wastewater Treatment and Resource Recovery Facility (WWTRRF) for the foreseeable future in addition to his duties as Assistant Public Works Director.

This new role is both a challenge and a privilege—one that allows me to grow professionally while deepening my understanding of the city I’ve long called home,” Willman said. “I look forward to contributing to the continued improvement of our community’s infrastructure and quality of life.”
