Procurement Description
Discounted, semi-processed library books, based on the discount provided to the Umatilla County Special Library District, and the Pendleton Public Library’s established cataloging process.
Sole Source Determination
The City has determined that the above-described goods and/or services are available from only one source and that no reasonably available alternative exists that will meet the City's operational requirements.
The proposed contractor has unique qualifications because:
- Manufacturer is the exclusive provider.
- Only authorized dealer/service provider.
- Proprietary technology.
- Compatibility with existing equipment.
- Specialized expertise.
- Other justification.
Based upon these findings, the City has determined that competitive solicitation is not practicable and intends to award the contract as a sole source procurement.

- City of Pendleton Public Contracting Rules
Comment / Protest Period
Any person or firm wishing to comment on or protest this proposed sole source procurement must submit a written protest to the City. Written protests must be received no later than seven (7) calendar days from the date of this notice.
A protest must include:
- The protester's name, address, telephone number, and email;
- The grounds for the protest;
- Evidence demonstrating that another vendor is capable of providing the required goods or services;
- The relief requested.
